To get the file, download this debian package, open it with any file archiver, open and navigate to /usr/lib/x86_64-linux-gnu/vlc/plugin/codec(always supposing you're using a 64bit machine). You need to download and place it in /lib64/vlc/plugins/codec/ (root permission is needed to place files in there).
